Formal Advisory Opinions of the IPIB

Any person may make a written request for an IPIB formal advisory opinion construing or applying Iowa Code chapters 21 and 22 and rules adopted under those chapters. The request may be submitted by mail or email.  The IPIB treats written and electronic communications to it as public records subject to disclosure, except when the IPIB determines an exemption or other provision of law prohibits or limits release of some or all of a communication's contents. If you think the communication you are considering making to the IPIB would qualify for confidential treatment under Code section 22.7 or another provision of law, you should discuss this with the IPIB executive director or deputy director prior to submission.

A request for a formal advisory opinion is required to pose specific legal questions and should describe any specific facts relating to the questions posed. Iowa Administrative Rule 497, rules 1.2 and 1.3 govern the submission or requests for formal advisory opinions.
