COMES NOW, Daniel M. Strawhun, Legal Counsel for the Iowa Public Information Board (IPIB), and submits this Final Report:

Aaron Siri, on behalf of his client, filed formal complaint 22FC:0128 on December 20, 2022, alleging that the University of Iowa (UI) violated Iowa Code chapter 22.

IPIB accepted this formal complaint on January 19, 2023. Pursuant to Iowa Code section 23.9, the parties agreed to the following terms:
1. The University shall release the records to Siri in their unredacted form, except that any personally identifying information contained therein that is confidential under Iowa Code section 22.7(18) may remain redacted.
2. Before releasing the records in the form described in section 1 above, the University shall provide copies of the records in the same form described in section I above to IPIB staff for review and approval. IPIB staff shall verify that all information that remains redacted from the records is personally identifying information that is confidential under Iowa Code section 22.7(18).
3. Upon review and approval from IPIB staff, the University shall release the records to Siri.
4. Upon receipt of the records Siri is legally entitled to, Siri shall send an email to the University and IPIB staff stating the following:
1. That he has received and reviewed the records; and
2. That the alleged violation complained of in formal complaint 22FC:0128 is resolved.

The date of this agreement is the date upon which all parties have signed it, as evidenced by the signature dates below. The parties shall complete all terms of this agreement no later than 60 days from the date of this agreement, except that IPIB staff may allow for reasonable extensions. Upon successful completion of all terms, IPIB shall dismiss this complaint.

The resolution was approved and signed by all parties, including IPIB, on May 30, 2023.

The terms of the Informal Resolution were to be performed by July 29, 2023. On May 9, 2023, the University provided Siri with the records upon IPIB’s approval. On June 7, 2023, Siri confirmed receipt of the records and resolution of the complaint.

The terms of the Informal Resolution are completed.

Therefore, it is recommended that the IPIB dismiss the complaint as resolved through informal resolution.
