COMES NOW Margaret E. Johnson, Executive Director of the Iowa Public Information Board (IPIB) and submits the following report recommending closure of this complaint pursuant to the terms of the informal resolution.
The IPIB accepted this formal complaint on November 9, 2017. Pursuant to Iowa Code section 23.9, IPIB staff worked with the parties to reach an informal resolution.
Counsel for the Respondent approved the resolution on January 4, 2017. The complainant signed the resolution on January 14, 2017. The informal resolution contemplated that the terms would be completed within 60 days of acceptance by all parties.
The IPIB approved the informal resolution on February 15, 2018. At that time, the only term still to be completed involved a confidential review of the redacted information on the released records. This review was completed. The only redaction concerned the name of the individual who originally triggered the investigation into the residency status of Ms. Pichoneβs child.
The Respondent provided the record in an unredacted form, with the IPIB maintaining confidentiality pursuant to Iowa Code section 23.6(6). IPIB staff reviewed the redactions and determined that the redactions properly fell within the protections of Iowa Code section 22.7(18). The redactions removed the name of an individual who was not required to communicate, was outside of the government body, and did not want to be identified as the author of the communication.
It is recommended that the IPIB find that the informal resolution was successfully completed and dismiss this complaint.

THIS MATTER comes before the Iowa Public Information Board (IPIB) for review of compliance on the informal resolution of this complaint.
The IPIB finds that terms of the Informal Resolution have been completed. Pursuant to the terms of the informal resolution, this complaint can be dismissed as successfully completed.
IT IS THEREFORE ORDERED that this complaint is dismissed as successfully resolved.
