ORDER

RE: Formal Complaint 15FC:0002, concerning Timothy Miller and Buchanan County.
This matter comes before the Iowa Public Information Board (IPIB) this 21st day of May, 2015, to consider the probable cause report filed on May 15, 2015.
Upon further review and investigation, this complaint is legally insufficient and beyond the jurisdiction of the IPIB. Probable cause to proceed cannot be found.
Therefore, the IPIB adopts the recommendations of the probable cause report, finds that probable cause does not exist, and dismisses the complaint pursuant to Iowa Administrative Rule 497-2.2(4)(b).
