3. A rule interpreting Iowa Code section 23.7(1) “complainant could have become aware of the violation” language

4. A rule to define “expenses to be incurred” and “reasonable fee” in Iowa Code section 22.3

5. A rule interpreting release of utility records pursuant to Iowa Code section 388.9A
