                                                            Unapproved Minutes

 

The Board met on September 16, 2021 for its monthly meeting at 1:00 p.m. in the 2nd floor N/S Conference Room in the Wallace Building with the following members present: Joan Corbin, Pella; E. J. Giovannetti, Urbandale; Barry Lindahl, Dubuque; Keith Luchtel, Clive; Monica McHugh, Zwingle (phone); Julie Pottorff, Des Moines; Suzan Stewart, Sioux City (phone). Absent: Rick Morain, Jefferson; Stan Thompson, Clive.  Also present were IPIB Deputy Director Brett Toresdahl; IPIB Legal Counsel Zach Goodrich; IPIB Intern Logan Tucker. A quorum was declared present.

Others identified present or by phone: Kay Bergren, Randy Evans, Victoria Rossander, David Stein, Karen Fettersen, Beth Ann Vogt, Paula Harvey, Jerry Diez, Brian Yung, Donna Robinson, Nick Johannsen, and Margaret Stoldorf.                                                                                                                                                                                                                                                                                                                                                                                                                                                                           

The agenda was changed to move item VI. 12. from cases involving Board action to VII. 4. Matters withdrawn.  On a motion by Lindahl, second by Giovannetti the agenda was unanimously adopted as amended.

IPIB Intern Logan Tucker was introduced to the Board.

On a motion by Lindahl, second by Giovannetti, to approve the August 19, 2021 minutes. Unanimously adopted.

  2. Bergren, Kay (21FC:0073 – Chapter 22 – City of Otho 8/8/21) A motion by Giovannetti and second by Corbin to approve the dismissal order.  Unanimously approved, 7-0.
  3. Bergren, Kay (21FC:0082 – Both Chapters – City of Otho 8/25/21). Kay Bergren and Brian Yung spoke on this matter. A motion by Giovannetti and second by Stewart to approve the dismissal order as amended. Unanimously approved, 7-0.

 

Note: The meeting was disrupted at 2:11 P.M. when someone on the phone place their phone on hold therefore creating music to be playing and keeping other from hearing.  To attempt to rectify the problem, the board recessed so that the call could be disconnected and then reconnected.  The meeting resumed at 2:23 P.M.

A quorum was declared present with 7 board members.

 

  1. Brummett, Betty (21FC:0075 – Chapter 21 – Taylor Co. Board of Supervisors 8/11/21). A motion by Giovannetti and second by Lindahl to approve the dismissal order.  Unanimously approved, 7-0.
  2. Feddersen, Karen (21FC:0043 – Chapter 22 – City of Atalissa 5/23/21). A motion by Lindahl and second by Giovannetti to accept the informal resolution report and set the matter for review. Unanimously approved 7-0.
  3. Kauffman, Clark (21FC:0064 – Chapter 22 – Iowa Workforce Development 7/13/21).  David Stein spoke on the matter. A motion by Giovannetti and second by McHugh to approve the acceptance order.  Unanimously approved, 7-0.
  4. Krogmann, Amanda (21FC:0069 – Both Chapters – Lamont City Council 8/3/21). A motion by Giovannetti and second by Luchtel to approve the dismissal order.  Unanimously approved, 7-0.
  5. Olney, Bill (21FC:0076 Chapter 22 – City of Marathon 8/10/21) A motion by Lindahl and second by Luchtel to approve the dismissal order with correction.  Unanimously approved, 7-0.
  6. Robinson, Larry (21FC: 0074 – Chapter 22 – City of Marathon 8/10/21). A motion by Luchtel and second by Stewart to table until the next meeting. Unanimously approved, 7-0.
  7. Rossander, Victoria (21FC:0070 – Chapter 21 – Montgomery Co. Board of Supervisors 8/5/21).  Victoria Rossander and Donna Robinson spoke on this matter. A motion by Lindahl and second by Corbin to approve the dismissal order as amended. Approved, 6-1 with McHugh voting no.
  8. Shorter, Willie (21FC:0072 – Chapter 22 – Davenport Police Department 8/6/21) A motion by Giovannetti and second by Lindahl to approve the dismissal order.  Unanimously approved, 7-0.
  9. Williams, Todd (21FC:0036 – Chapter 21 - City of Silver City 4/29/21). A motion by Luchtel and second by Lindahl to approve a continuance of the informal resolution for 30 days.  Unanimously approved, 7-0.

a. Toresdahl provided an overview of the August website use and YTD case totals.

            b. Toresdahl shared the FY22 financials and budget Request for FY23.

            c. Goodrich provided an update on the Supreme Court Cases.

                        Klein – Set for October 20, 2021

                        Ripperger – Supreme Court is retaining.

d. Future presentations/trainings - None scheduled at this time.                                    

The next IPIB meeting will be in the Wallace Building, 2nd Floor, N/S Conference Room, October 21, 2021, at 1:00 p.m.

At 3:39 p.m. the meeting adjourned on a motion by Giovannetti and a second by Luchtel.  Unanimously approved.
